The National Cybersecurity Institute (INCIBE), an entity under the Ministry for Digital Transformation and Public Administration, through the Secretary of State for Digitalization and Artificial Intelligence, together with the INCIBE-UPV Cybersecurity Chair and the University of Valencia Science Park Foundation (FPCUV) have signed a collaboration agreement.
This chair is part of the agreement between the National Cybersecurity Institute (INCIBE), and the Polytechnic University of Valencia, included in the Cybersecurity Chairs program in Spain, within the framework of the Recovery, Transformation and Resilience Plan, with funding from the Next Generation-EU Funds.
The objective of this agreement is to form an appropriate framework of collaboration that promotes the organization and holding of conferences on cybersecurity, by the two entities, the Chair of Cybersecurity INCIBE-UPV and the FPCUV.
The signing of this agreement took place at the UPV Rectorate building. It was attended by the rector of the Polytechnic University of Valencia, José E. Capilla, the director of the Chair of Cybersecurity INCIBE-UPV, Santiago Escobar, the director of the University of Valencia Science Park, Pedro Carrasco, and the manager of the University of Valencia Science Park Foundation, Fernando Mª. Zárraga.

Among the objectives of the INCIBE-UPV Cybersecurity Chair are the promotion of cybersecurity culture, the improvement of cybersecurity strategies in information systems, the promotion of prevention and diagnosis of cybersecurity problems. In addition to the identification of software vulnerabilities, the deployment of measures to mitigate cybersecurity problems and the promotion of the use of industry standards in companies.

Valencia, one of the provinces with the highest number of vulnerable devices
In fact, and according to INCIBE's latest cybersecurity balance of 2023, Valencia is the third Spanish province with the highest number of vulnerable devices, with a total of 218,083, only behind Madrid, with 862,772 devices, and Barcelona, with 547,727.
During the signing of this collaboration agreement, the rector of the UPV, José E. Capilla, stressed that “this alliance reinforces our commitment to cybersecurity, a key area in the digital transformation of our society. Through the collaboration between the UPV, INCIBE and the UV Science Park Foundation, we will work to promote knowledge, innovation and awareness of cybersecurity, contributing to the development of solutions that strengthen both the business fabric and the protection of citizens”.

The director of the Chair of Cybersecurity INCIBE-UPV, Santiago Escobar, explained that “we believe that with the collaboration between entities, embodied in this agreement, we will have the opportunity to raise awareness among a greater number of groups and companies about the importance of training and prevention in cybersecurity”.

Cybersecurity Chairs Program in Spain
INCIBE, within the Global Security Innovation Program, has the particular mission of raising cybersecurity capabilities and resources in the academic, business and technological ecosystems, aimed at boosting the cybersecurity capabilities of society and the economy in general. The purpose of this initiative is to have a program that seeks the promotion and generation of knowledge and its transfer to the productive sector, especially by establishing synergies between the social and economic spheres of cybersecurity. With the aim of developing this purpose, the public invitation for collaboration in the promotion of cybersecurity chairs in Spain was launched on December 1, 2022.
The initiatives and actions of the Cybersecurity Chairs program in Spain are part of the Global Security Innovation Program, included in the Recovery, Transformation and Resilience Plan (PRTR) through Component 15, Investment 7 Cybersecurity: Strengthening the capacities of citizens, SMEs and professionals and boosting the sector. It acts especially in three of the six key aspects of the industry included in milestone 245 of the PRTR: boosting the national cybersecurity industry for the emergence, growth and development of companies in this sector; developing high value-added solutions and services in the field of cybersecurity; and training and developing specialized talent in the field of cybersecurity.
